As you earlier informed that Urban Development Directorate - UDD under the ministry of Housing & Public Works uploaded "Draft Urban & Regional Planning Act-2014" in their website (www.udd.gov.bd./notice) for expected comments.

As an important networking platform of civil society organization CUP is going to organize a consultation meeting on "Draft Urban & Regional Planning Act-2014" with the collaboration of Dhaka Ahsania Mission-DAM on February 14, 2015 to review the draft in a group and to prepare a strong opinion/ recommendation for submission to Government.

We look forward to your gracious presence and active participation in the said consultation meeting.

The second meeting of the Inter-ministerial Steering Committee on Bangladesh Urban Forum (BUF) was held today at the Local Government Division in the Bangladesh Secretariat. The Government constituted this high level inter-ministerial committee to institutionalize the BUF process being chaired by the Hon. Minister of LGRDC and co-chaired by the Hon. Minister of Housing and Public Works, with key participants from elected mayors, civil society, academia and Government.

The meeting, which was moderated by the Senior Secretary Local Government Division Mr Manjur Hossain and attended by most of the members of 21 member committee including Ms. Pauline Tamesis, the Country Director and Mr Nick Beresford, the Deputy Country Director of UNDP Bangladesh. 

At the meeting Ms. Pauline Tamesis said that UNDP since the beginning of the Bangladesh Urban Forum supporting the institution and reaffirmed continuing of cooperation towards Bangladesh’s balanced and planned urbanization which can be achievable with all stakeholders efforts including Local Government Division and Ministry of Housing and Public Works as the key actors.

The meeting approved the Business Plan of Bangladesh Urban Forum which was prepared by a working group lead by Professor Nazrul Islam, with support from Mr Terry Stanley, a renowned urban expert hired through technical support of UNDP. The approval is a great step forward after the highly successful first BUF event of December 2011. The meeting also endorsed a tentative date of 2nd Bangladesh Urban Forum conference at the end of March or first week of April of 2015.

The meeting unanimously agreed on forming a management committee for Bangladesh Urban Forum under joint leadership of LGD, Ministry of Housing and Public Works and UNDP Bangladesh. The committee comprising with other members will ensure BUF Secretariat is sustained and fully institutionalized towards its vision.

The Co-chair, of the IMSC said that BUF is a good initiative and as a broad based stakeholder platform with tremendous commitment should focus on key driving policy issues to address the urban challenges.

The Chair in his speech marked the Forum, as an inclusive space for urban sector stakeholders, which will ensure opportunity for mutual exchange of ideas, presentation of cutting edge concepts, best practices and policy discussion on urbanization and urban development. ‘Both the ministries (LGD, Ministry of Housing and Public Works) have to work together for a planned and better future’ he also added.

The attendees raised and discussed wide range of pertinent issues by recognizing activities related to urbanization and its growing importance. Two particular policy issues mainly the draft urban policy was raised and the committee members asked the government for immediate approval. An outline of the National Physical Plan which is being reviewed by the GoB was requested to move it forward for future steps. The committee has highly commended UNDPs role in institutionalizing BUF process and hoped that UNDP’s financial and technical support would be continued with more resource commitments by a range of partners including government.

MAB organized a consultation meeting on Post 2015 Development Agenda and Sustainable Developments Goals (SDGs) by United Nations on 16 January, 2015 at LGED-RDEC Building (Level 7), Agargaon, Dhaka. Prof. Nazrul Islam, Chairman, Center for Urban Studies (CUS) was present at that meeting as chief guest. The speaker for the consultation meeting was Dr. Vinay D. Lall, Director General of Society for Development Studies, New Delhi, India. The special guests at the meeting were Mr. Pablo Ortega, City mayor and Mr. Ramon T. Peralta, Planning Coordinator of San Fernando city of Philippines. The meeting was also attended by NGO Representatives, Urban Policy Actors, Civil Society Members, Mayors and Councilors from different Municipalities, Media Personnel and different practitioners. Mr. Shamim Al Razi, Secretary General of Municipal Association of Bangladesh-MAB and Mayor of Singra Municipality was the moderator of the meeting.

The Main objectives for the meeting were:

  • To brief about the proposed SDGs
  • To know the opinion of practitioners on it
  • To find out the best way to get the better result from the proposed development goals

Dr. Vinay D. Lall spoke on the proposed 17 SDGs by UN. He told that UN has fixed 221 indicators and year of 2030 to achieve the goals. The proposed Goals from UN are given below:

Goal 1    :End poverty in all its forms everywhere

Goal 2    :End hunger, achieve food security and improved nutrition and promote sustainable agriculture

Goal 3    :Ensure healthy lives and promote well-being for all at all ages

Goal 4    :Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all

Goal 5    :Achieve gender equality and empower all women and girls

Goal 6    :Ensure availability and sustainable management of water and sanitation for all

Goal 7    :Ensure access to affordable, reliable, sustainable and modern energy for all

Goal 8    :Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all

Goal 9    :Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation

Goal10    :Reduce inequality within and among countries

Goal 11    :Make cities and human settlements inclusive, safe, resilient and sustainable

Goal 12    :Ensure sustainable consumption and production patterns

Goal 13    :Take urgent action to combat climate change and its impacts

Goal 14    :Conserve and sustainably use the oceans, seas and marine resources for sustainable development

Goal 15    :Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss

Goal 16    :Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels

Goal 17    :Strengthen the means of implementation and revitalize the global partnership for sustainable development

Dr. Lall also told that UN wants to achieve the goals within 15 years by ensuring good infrastructure, gender equity, good program management etc. To achieve the goals he also said that monitoring system has to be very strong and good planning is must.  He also gave some instructions for achieving the goals.

In an open discussion after the speech of Dr. Vinay D. Lall, the suggestion was given to include agricultural development in SDGs as agriculture is one of the most important issues for the developing country like Bangladesh. Dr. Lall assured that he will talk to the committee of SDGs about this issue.

In the closing speech, chief guest Professor Nazrul Islam said that development is a long process to achieve. To gain development, municipalities should raise their voice. He also gave importance on unity of all municipalities and LG institutes of Bangladesh. He also suggested negotiating with the government for allocating more money in the national budget for Local Governments.

At last Mr. Shamim Al Razi gave thanks to all the participants for their cordial attendance. He also gave an advance verbal invitation for the International conference going to be arranged on March 2015 by MAB.

Bangladesh Institute of Planners (BIP) has organized three plenary sessions for presenting the recommendations of the expert groups for the study-based conference on "Dhaka for Future Generations: Our Actions". The expert groups will present their recommendations in plenary sessions. After presenting recommendations the floor will be open for discussion. The recommendations will be finalize after discussion.
